The biennial report, which is required under Wisconsin Statutes, summarizes the nonpartisan Legislative Audit Bureau’s statutory responsibilities and highlights noteworthy findings from January 1, 2023, through December 31, 2024
The Legislative Audit Bureau, as a nonpartisan legislative service agency, assists the Wisconsin Legislature in overseeing state government and promoting efficiency and effectiveness in state operations through providing independent, accurate, and timely audits and evaluations concerning public finances and program management.
The Legislative Audit Bureau conducts four main types of work:
- Financial Audits: These are comprehensive, unbiased examinations that scrutinize the correctness of financial statements produced by the entities being audited. They also evaluate the effectiveness of internal controls, which are the systems put in place by management to safeguard the accuracy of financial reporting and the proper use of state and federal funds. Additionally, these audits check for adherence to accounting or other regulatory standards, encompassing laws, regulations, and agreements related to contracts or grants.
- Performance Evaluations: These evaluations set benchmarks for performance; assess current states, their likely causes, and both current and potential impacts; and usually offer recommendations for improving how agencies function or for bolstering legislative oversight.
- Investigative Audits: These audits look into tips received through the Bureau’s Fraud, Waste, and Mismanagement Hotline (1-877-FRAUD-17).
- Best Practices Reviews: These are regular assessments of how government services are delivered at the county and municipal levels, aiming to identify and promote exemplary practices.
In total, The Legislative Audit Bureau released 49 reports in 2023 and 2024
In August 2024, the Legislative Audit Bureau achieved the highest rating in an external peer review, examining audits from July 2023 to June 2024. The Bureau also received the 2024 Excellence in Evaluation Award from NLPES for contributions to legislative evaluation from January 2020 to December 2023.
